Since enterprise operation environment and process are becoming more and more complex, the enterprise project objectives tend to be complicated and involve in multiple aspects. The enterprise frequently conducts several projects at the same time, causing severe resource competition among these projects. It is critical for enterprise operation that multiple projects could achieve coordination under the intricate objectives and that enterprise could obtain multiple objectives optimum under the conditions of limited resources. Enterprise interior market could optimize the allocation of internal resources and improve the effectiveness and efficiency of resource cooperation scheduling positively. Meanwhile, existing researches little combine the enterprise interior marketization and multi-project management. Hence the paper conducts multi-project collaborative scheduling research from the perspective of enterprise interior market allocation.Based on the organizational form and related operating mechanism, the enterprise combines interior market allocation and multi-project collaborative scheduling. This process of combination requires a series of preparation. This paper clarified the rights and obligations relationship among functional departments as well as among functional departments and projects, which is the fundamental of enterprise interior marketization. This paper analyzed the existing organizational form of X enterprise and then set up the project office and the internal market planning and coordination department in the organizational structure to make organizational form adapting to enterprise interior marketization and multi-project management. PMO’s project priority evaluation and resource mobilization plan is the basis for internal market planning and coordination department’s planning and coordination to the internal market.Moreover, this paper analyzed the operation mechanism of enterprise internal market. The maechanisms are about human resources, finace, material and equipment.Multi-project priority evaluation is not only the basis for resource mobilization among projects but the premise of internal market allocation. Based upon the development strategy and the external environment of X enterprise, this paper firstly ascertained the factors affecting the project priority, including external stakeholders’ factor, internal stakeholders’ factor, project characteristics factor and financial factor. And then this paper subdivided the evaluation index of each factor, constructed a project evaluation system framework and completed the evaluation of the multi-project priority by taking advantage of AHP as a quantitative method.Internal market allocation and multi-project management require information platform to support. X enterprise mainly outsources management software and doesn’t build up practical information platform, which hinders the development of enterprise internal marketization and multi-project management as well. This paper made a detailed analysis of the information platform, presented a platform construction scheme, and put much emphasis on analysis of the system key modules taking account of X enterprise’s properties. The platform construction scheme involved in users and the requirement analysis, functional analysis, information platform system structure and the development principles. The key modeles involves human resources management, financial management, logistics management and device management.This paper took X company as the research object and combined with the internal market and the multi-project management theory. And the research results could guide X enterprise and other project operation enterprises to conduct multi-project management to a certain extent. Moreover. This paper’s main theoretical innovation is the combination of enterprise interior marketization and multi-project management. From the perspective of resource scheduling, improved multi-project management efficiency and reliability by the theory of internal market. Future Research is needed in program evaluation and program simulation to make the program more scientific and rational.
