It is well known that social development is closely connected with energy consumption. In the past 30 years with constant growth of global economy, the energy consumption ratio had also considerably increased. Consumption is the purpose of production. Total energy consumption, consumption structure, efficiency and imbalance are the factors that have an important influence on the development of the economy. At all times, social and economic problems will remain be the main problems that the development will always face and they are closely related to the energy saving and emission-reduction. The energy consumption steadiness directly affects the steadiness of economic and social development, at the same time, the problems of energy consumption had already transferred into factors influencing the global economical and political stability, and also became an important strategic tool of social development in the world.The causation between energy consumption and economic growth has been a point of special interest for research in energy economics. But because the researches were conducted in different countries, at different times and with different methods, their results contain rather considerable differences. This research focuses on Granger causality relationship between primary energy consumption and economic growth in Russia and China.The basic materials for present research were taken from primary energy consumption and GDP data in China and Russia for the period from 1990-2013. The methods of ADF stationary testing, Johanson cointegration testing and Granger causility testing were used in present research to analize the relationship between energy consumption and economic growth in China and Russia.increased carbon dioxide emissions became the core problems of environmental protection in both countries, which lead to the promotion of clean energy consumption policies in China and Russia. Consumption of natural gas, renewable energy and hydra energy resources is the main reason of GDP growth in China, at the same time, there is a two-way causality relationship between economy growth and natural gas consumption. Unlike China, oil and natural gas consumption are the main reasons of Russia’s GDP growth, and there is a one way causality relationship from economy growth to hydroelectricity consumption.
