| After the establishment of the WTO, multilateral trade negotiations have been committed to the completion of the task which reduce tariff and non-tariff barriers and promote trade liberalization through the reduction of tariffs to establish a fair and reasonable multilateral trading system. However, although we have experienced decades of negotiations, including the GATT negotiations, the Uruguay Round negotiations, the Doha Round negotiations, each countries’ tariff rates compared to the tariff rate before the multilateral trade negotiations has been greatly reduced, we still need to pay greater efforts to achieve the final goals of multilateral trade negotiations, especially for the ongoing Doha Round negotiations. Since the Doha Round negotiations started in October in 2001,we still did not succeed in final negotiations after more than ten years,the reason mainly is that the various countries in the agricultural aspects of the negotiations have not made the same suggestion.There are contradiction between developed countries and developing countries, and the contradiction between the exporter of agriculture and agricultural import countries. An aspect hindering negotiations to continue is that more and more developing countries join into the negotiations due to paying more attention to the interests of the developing countries. Their respective interests alliances were established between each country, eventually leading to a multilateral negotiation among various interest groups to negotiate, which aggravate the complexity of the negotiations.Multilateral trade negotiations before the Uruguay Round don’t consider the agricultural issues, which is one of the reasons that the previous negotiations can be faster to reach an agreement. Until 1986, agricultural issues was officially put into negotiation and it signed the Uruguay Agreement on agriculture, which has been the most representative outcome of the negotiations by far in the multilateral agricultural trade negotiations. As a continuation of Uruguay Round agricultural negotiations, Doha Round agricultural negotiations has made some progress, but some substantial problems still has not been solved.Therefore, this article tries to track combing the progression of the multilateral trade negotiations, the key of which is to sort out the development of Doha Agricultural negotiations and unsolved problems combined with the actual situation of Chinese agriculture to analyze the position, method and strategy China should take in the next WTO negotiations, which make prepares for China’s multilateral agricultural trade negotiations and makes the international agricultural products market more open.The research contents of this paper are as follows: Chapter One,combing the progression and the main contents of the multilateral trade negotiations. From the current situation of China’s agricultural trade, the paper analyzes the current development of agricultural trade and the Uruguay Round Agreement on agriculture before the Doha Round negotiations, introduces the time sequence of Doha Round agricultural negotiations progress and framework agreement. Chapter Two, the paper introduces the specific contents of Draft Modalities for Doha Round agricultural negotiations in detail.1. Analyzing the current situation of China’s agricultural market access, assuming the situation that we have implemented the new Draft Modalities, how China’s import and export of agricultural products and the impact of China’s macro economy will be. The paper mainly analyzes that when we consider the flexibility provisions,how the profound impact will be on China’s agricultural trade cuts in a total degree.2. According to the specific contents of Draft Modalities for Doha Round agricultural negotiations and China’s commitments on domestic support, domestic support policy in our country is analyzed to establish and improve the domestic support policy system of our country. At the same time, the paper forecasts domestic support in 2009-2013 year which plays a role in continuing to participate in the Doha Round negotiations on agricultural supporting the negotiations to grasp the direction and position in china.Chapter Three, pending issues of the Doha Round negotiations and the differences between the parties are analyzed, and the paper also analyzes whether the Doha Round negotiations could reach a final resolution.Chapter Four, based on the analysis the effect of agricultural negotiations will have on developing countries, the paper gives some suggestions about agricultural development in our country. |
