Evolution Analyze And Assessment Of Global Patenting

The contradiction between distinct territorial limitations of patent and economic globalization is increasingly prominent. Global patenting has emerged as a solution and shows an increasing development tendency. Constructing effective assessment method for global patenting has become an urgent task. China has ranked the world in patent filing and licensing, nevertheless, global patenting has just began in china. In order to better adapt to international trade rules, seeking benefit for Chinese enterprises, it is necessary to clarify the development trend of global patenting. Assessment method has to be proposed for global patenting to analyze the emerging problems, providing data support and assessment tools for countermeasure studies.Based on the related literature at home and abroad, the thesis has analyzed the origin and evolution of global patenting. It shows that global patenting has developed through simplification of patent process, regional integration of patent system and convergence of patent standards. The mainstream and development trend has been presented. The international granted index, quality index and development structure index of global patenting are developed based on the patent filed and granted through PCT system. Taking Sino-US’ 30 years time-series data as research sample, the method has been used to measure and analyze global patenting.The research shows that although china has ranked first in domestic patent fillings, global patenting has just initiated, still in its infancy. Global patenting is far behind domestic patenting, yet developing rapidly. Global patenting faces development disequilibrium among enterprises. Enterprises like ZTE and Huawei already become leaders in global patenting, whereas others need to catch up. Promoting patent internationalization should become a priority in Chinese patent policy with the rapid development of global patenting.
