Growing Environment Evaluation Of The Science And Technology-based Small-micro Enterprises In Our Country

In the era of knowledge economy, science and technology-based small-micro enterprises as the most innovative technology entrepreneurship and development potential of groups, play an important role in promoting China’s economic development, expanding employment, promoting technological innovation and optimization of industry structure, enhancing comprehensive competitiveness and encouraging entrepreneurial growth. To attract, encourage and support science and technology-based small-micro enterprises has become the path selection and policy orientation of the world to promote the development of the regional economy and regional innovation capability.However, due to our long-term accumulation of structural problems, downward pressure of the economy, difficulties for the businesses, the development of science and technology-based small-micro enterprises is more difficult. In order to promote the rapid development of science and technology-based small-micro enterprises, on the one hand, they need to improve the enterprises’ core competitiveness, on the other hand, we need to build a good and orderly growing environment for the science and technology-based small-micro enterprises. Therefore, it is necessary to deepen the research and discussion of the science and technology-based small-micro enterprises’ growing environment,to identify the most influential environmental factors scientifically, plays an important role in optimization of science and technology-based small-micro enterprises’ development policies and promotion of their healthy and sustainable growth.This paper summarizes the main development problems of technology-based small-micro enterprises in our country, they are legal and policy barriers, financing difficult problems, weak technology supporting, leakof social service and human resources. This paper based on the summary of the scientific research achievements, using the existing theoretical systems, tries from the two aspects of indirect and direct environment to research on the science and technology-based small-micro enterprises. Indirect environment refers to no direct role in the enterprises, but with the guidance and restriction of external environmental factors on the growing of enterprises, including the legal and policy environment, social services environment, economic environment and industry environment.Direct environment is composed of enterprise production elements of the environment, including infrastructure environment,financing environment, technological innovation environment and human resource environment. By using the analysis of modern economic theory and the analytic hierarchy process(AHP) to the scientific and technological environment for the growing of science and technology-based small-micro enterprises to carry on the appraisal analysis, construct a scientific and operational evaluation model, to create a good environment for the development of its offer theoretical reference.This paper believes that, the biggest impact on indirect environment is legal and policy environment and economic environment, and the biggest impact on direct environment is human resource environment and financing environment. And analyzes the current development situation of science and technology-based small-micro enterprises in Beijing, Jiangsu, Zhejiang, Shaanxi four areas. At last, puts forward the comprehensive optimization of science and technology-based small-micro enterprises growing environment suggestions in our country.
