Population, Resources and Environment are three hot issues in the world today are most concerned about. Mineral resources as a material basis of human survival, human development is also an important source of production and wealth accumulation. For our part, in economic, cultural, science and technology high speed development today, there is a shortage of resources of mineral resources, the problem of low resource exploitation, environmental pollution problems, safety issues, and five aspects of weak competitiveness, and resource development inefficient use of a direct impact on the coordination of social, economic and ecological environment. In this paper, the development and utilization of mineral resources efficiency for the study, to build a scientific index system to determine a suitable area of mineral resources development and utilization efficiency evaluation methodology, and the use of this methodology for the development of mineral resources in the region to conduct a comprehensive evaluation of the efficiency, so as to region rational development and management of mineral resources provide a strong basis.On the basis of the draw and absorb existing research results at home and abroad, according to the applied mathematics, mineral resources, economics and management science and other multi-disciplinary theories and methods of design efficiency Comprehensive Regional Mineral Resources Evaluation System, by AHP and a combination of expert scoring method to determine the index weight, using a comprehensive evaluation of fuzzy comprehensive evaluation model based on DEA, the last means of Southeast Yunnan efficiency of mineral resources development situation do empirical research. It was found that, C2 R, C2GS2, improved C2 R three models, the improved C2 R model the best, and the effect of D-FCE model applied by the improved DEA model C2 R model and form again in an improved model based on C2 R improve the accuracy of evaluation, Therefore, we chose to consider an improved model C2 R model and FCE integrated D-FCE model to assess the efficiency of the development of coal resources in Southeast Yunnan, and can be extended to other areas(such as Panzhihua region, Tibet, etc.) of other minerals(gold ore, manganese, tin, lead and zinc, etc.) utilization rate evaluation, or even D-FCE also apply to the performance evaluation of the industry.Finally, the application of the above analysis DEA model and fuzzy AHP to Southease evaluating the efficiency of mineral resources development, combined with the current development in Southeast Yunnan each dominant mineral and comprehensive comparative analysis of efficiency of development of each assessment district assessment results of each mineral to ask how rational development of mineral resources in the region some suggestions and strategies:(1)Improve the efficiency of the development of mineral resources evaluation system, standardized method of statistical evaluation.(2) According to the spatial distribution and development of structures of different mineral resources rational development and utilization of mineral resources.(3) To strengthen Southease mineral resources prospecting and exploitation of management.(4) To strengthen the efficient use of mineral resources, scientific and technological progress and technological innovation.(5) To strengthen mine environment protection and management.
