Forestland is so important for the sustainability of forest management. And the environment of forestland is closely related to human life. In recent years, China has launched some major projects such as the west development, the green channel and the six major forestry projects. The reasonable use and planning of forestland will directly affect the healthy development of society and economy. The purpose of forestland research about its protection and utilization is to improve the local ecological environment and strengthen the macro-control of forestland. To make it can not only meet the sustainability of forestland, but also ensure the healthy development of the project construction and national economy.This study briefly summarized the development status of forestland at home and abroad, Changyi county especially. It mainly adopted literature research method(comparative analysis and case empirical), and aided by field survey. Maked full use of existing statistical data about forestland protection, on the basis of a comprehensive understanding of Changyi county natural geography, economic, cultural, social and ecological. Based on the local reality, to absorb and draw lessons from the domestic and foreign, realize the leap-forward development of forestland industry. At the same time, analyzed Changyi county forestland status, problems and countermeasures systematically, based on the detailed analyzed of development restriction factor, in combination with the current forestland law, quality and hierarchy theory. The main conclusions are as follows:1 Problems: Scattered land project is difficult to management forestland protection; The big demand for forestland on economic and social development make the contradiction between protection and utilization obviously; Lack of forestry investment; Natural ecological landscape threatened with destruction, and biological diversity protection be affected; Forest fires occur; In the process of the rural tourism development of the environmental pollution and ecological problems are likely to lead to further damage to the rural ecological environment.2 Advantage: Established in China mainly depend on ecological construction of forestland development strategy, is advantageous to the work of forest protection; Changyi county location advantage and transportation infrastructure, developing forestland protection hardware conditions; The county set up specialized agencies to be engaged in forest protection and professionals, is a good way to forestland protection work.3 The target: Use transformation and optimization of forestland, so as to ensure that Changyi county forest area and forest accumulation to achieve the goal of "building up"; To optimize the forestland protection pattern and use structure, analysing Changyi county public welfare forest structure adjustment; Implementation of forest quality engineering to improve the quality of forest and forestland productivity.4 Measures: Divided Changyi county into three forestland protection function, put forward corresponding protection direction and measures in view of the different functional areas; According to the topographic characteristics, soil and other natural environment factor of is closely related to the growth of forest vegetation and related operating conditions, to comprehensive evaluationed quality of forestland.
