In 2014, China’s urbanization rate reaches 54.77%, entered a high-speed development stage of urbanization in our country. And after 30 years of economic growth, the urban construction of our country is faced with incomplete infrastructure, basic public services is not sound, all kinds of city disease prominent problems, in order to solve the solution to all sorts of problems faced in the process of our urbanization, the central government put forward the new strategy for the construction of urbanization.Henan province has a large population,this situation demands the government deal with rural labor transfer employment problem in the process of new type of urbanization construction. Starting from the present situation of henan rural labor transfer employment, research in the new construction in the process of urbanization speed up the rural labor transfer employment question, is the requirement to speed up the construction of new type of urbanization in henan province, has important significance.This paper, from the perspective of the theory is discussed, based on research results of scholars both at home and abroad, economics system combing with the objective evaluation on the related basic theory, define the new urbanization, rural labor transfer, such as concept, laid a theoretical foundation for follow-up study. After, through the data analysis, the questionnaire survey analysis to study the form of new urbanization construction in henan province and the present situation of the rural labor transfer employment, and find out the problems.For henan province new rural labor transfer employment countermeasures in the process of urbanization construction, this paper developed areas at home and abroad advanced experience and promote the rural labor transfer employment deficiency was summarized, and summarizes the mechanism of rural labor transfer employment guidance. On this basis, from the institutional environment, employment market, industry development, education training, six aspects such as social environment, urban construction, put forward the new construction in the process of urbanization in henan province to promote the rural labor transfer employment policy recommendations.
