Hebei is a major agricultural province, agriculture is not only basic industry but also Important pillar industry. But at present the development of agriculture in Hebei province is still faced with many problems. The implementation of TTF system in our province is helpful to promote the development of agricultural production and the progress of the rural areas.In 2004, Hebei province pilot TTF system in Qinhuangdao. Beginning in 2007, Hebei province adopts TTF system throughout the province, the agricultural TTF system rapidly popularized in the whole province. Rural areas of Hebei province lack of funds, the financial support is woefully inadequate. TTF’s economic strength is not strong, field across the two engaged in high-risk areas such as agriculture, science and technology, it is difficult to get enough financial support in innovation and entrepreneurship. The government plays a leading role in the implementation of TTF system, Financing problems facing TTF need the government and the market to solve together, so it’s necessary to formulate perfect financial support policies.The article has carried on the clear definition of agricultural TTF and their innovative entrepreneurial action. Based on the financing behavior characteristic of agricultural TTF innovative entrepreneurial action, this paper introduces the theory of technology innovation, entrepreneurship financing theory, entrepreneurial risk theory, agricultural science and technology financial theory and so on, providing theoretical basis for the analysis of the articles.From two aspects of financing demand and financial supply, the article analyses the financing status quo of agricultural TTF innovative entrepreneurial action in Hebei. According to the different financial needs of agricultural TTF, they can be divided into entrepreneurial agricultural TTF and service-oriented agriculture TTF, and we can analyze their financing needs respectively. For entrepreneurial agricultural TTF, on the basis of the theory of enterprise life cycle we can analyze the process of agricultural TTF innovative entrepreneurial action by stages; financing demand structure of service-oriented agriculture TTF is relatively simple, generally focusing on the agricultural technology research and development funding requirements. Agricultural TTF innovative entrepreneurial supply of financial structure is very complicated. Divided into four levels, it includes the diversified and multi-level rural formal financial service system, rural informal financial form rooted in the rural areas, policy and capital support from the government level, agricultural TTF’s capital accumulation.There are some features of Hebei agriculture TTF innovative entrepreneurial financing, difficult to get financial support from formal financial institutions, obvious dependence on government support, fixed capital requirements direction and so on. Innovation entrepreneurial financing faces many problems, mainly manifested as that innovative entrepreneurial action scale is not great, rural financial product is single, supporting mechanisms are inadequate, government support is not enough, agriculture TTF comprehensive quality is not high, innovative entrepreneurial action exist risk and so on.Combined with the characteristics of agriculture TTF innovative entrepreneurial action, based on venture theory, this paper establishes agriculture TTF innovative entrepreneurial risk assessment system. The article takes A Science and Technology Co., Ltd. in Cangzhou City as an example to make a comprehensive evaluation of risk, and verifies that the system has a scientific and effective.Faced with the financing problems that exist in the process of agriculture TTF innovative entrepreneurial action, this paper builds a multi-level, three-dimensional system of agriculture TTF innovative entrepreneurial financial support. Articles believes that government should provide strong policy and financial support, and build provincial agriculture TTF innovative entrepreneurial Venture Capital Fund and Venture Fund. In the investment environment construction, good bank credit conditions should be construct, agricultural science and insurance mechanisms should be sounded, agricultural science and technology financial intermediation services platform should be set up. At the same time, we’d better to strengthen the construction of agricultural TTF working mechanism, improve quality of agricultural TTF, sound agriculture TTF innovative entrepreneurial risk control mechanism.
