Nowadays, corporate are confronted with credit crisis again and again. This has attracted the attention of those scholars towards the ethical conduct in enterprise environment. Although the former research has mentioned the affection of organizational social impact towards the staffs’ ethical decision, it hasn’t offer an explanation when the affection takes place and why some can be influenced, but some can’t be. Why some can be influenced by the evil environment while some can remain innocent? Whether the individual value can have a key effect when one makes decisions? Whether the individual value can efficiently restrain negative social effect on individual non-ethical decision? Whether collectivism value can intensify the negative social effect? How do the individualism and the collectivism work?This paper adopts theory deduction and scene experimentation to discuss when and why the individual will make ethical decisions if he or she is confronted with the negative social effects. By reviewing, summarizing and analyzing the references, a model of negative social effect on individual non-ethical decision is constructed. By virtue of survey data, the research mainly used method of between-subjects design empirically and adopted SPSS 17.0 for descriptive statistical analysis, reliability validity analysis, ANOVA analysis of variance and univariate analysis of variance to explores their relationships. The results show:(1) the negative social impact on the individual will produce a non-ethical decision-making role. In the face of negative social impacts, individuals are more likely to make unethical decisions.(2) the value of individualism will weaken the negative social impact on individuals of ethical decisions. Individual that holds the values of individualism, the face of the negative social impact, the possibility of non-ethical decision-making will be reduced.(3) the values of collectivism will strengthen the role of the negative social impacts of individual non-ethical decisions. Collectivism holds that the individual values, the face of the negative social impact, non-ethical decision-making possibilities will increase.(4) individualism and collectivism values adjust the negative social impact of the role of non-ethical decision-making by individual herd behavior. Specifically, the decision makers of individualistic values adjust the negative social impacts on the individual non-ethical decision-making role by reducing the herd behavior intention. Collectivist Values makers regulate the negative social impacts on the individual non-ethical decision-making by strengthening herd behavior intention.The study solves the problem theoretically why some are easily influenced by the negative environment while some can remain innocent in the same condition. And it also enriched the research of non-ethical decision-making. In this way, it can serve as references and suggestions when corporate put human resource management into practice.
