Mining Right Price Segmentation Method To Assess The Type Of Object And Applied Research

The lack of relevant price segmentation method in evaluation standard of mining right price lead to existence of large differences in the disposal results of similar mining right based on the same price evaluation system and transfer system. This situation results the public has doubt on the farness and rationality of the report from mining rights evaluation institutions, also has a negative impact on the credibility of the land and resources management portion. Therefore the research on the method of mining right price segmentation has positive meaning for promote the development of mining evaluation market healthy and orderly. Because the price collection system of mining right in China is a special system which is from planned economy to market economy, there is no mature experience can be learned from abroad and it only can be studied under special conditions of our country. Therefore this paper is studied based on our country’s evaluation system and price collection system of mining right to carry out this research project.Through the analysis of the industry of mining right price segmentation practices, the type of disposal objects of mining right price in China is preliminary divided into: class of new reserves, class of expanding the scope of mining sector, class of integration, class of expanding production scale(refers to the original prospecting permit age greater than 30 years), involving state-funded pre-census prospecting five categories.draw The corresponding type of diagram is draw which can directly reflect the price disposal object and scop. The principle, scope and considerations of "mineral reserves ratio method" and "replacement cost ratio method" which are commonly used in current price of mining rights segmentation are summarized. By studying two cases of "Xinjiang polymetallic ore mining rights" and "Yunnan detailed investigation of a copper lead-zinc exploration", deepened the understanding of the connotation of the current mining right price segmentation in China and put forward the improvement method and suggestion on the problems in the current methodology.The specific research results and conclusions are listed as follows:1, the connotation of mining right price segmentation is to distinguish the capital interests between national funding and mineral rights of people, to take part in the state-funded mining rights manifested in the quantity of money and to give professional advice behavior.2, proposing the new price segmentation method "sales ratio method" and split formula, verifying its data in case 1 and resolving the affect of differences in the recovery rates generated from original method; improving the accuracy of segmentation method.3, discussing the problems in the "replacement cost ratio method", proposing the considered utility coefficient, adjustment coefficient and other parameters in the proportion coefficient, which are used to measure the contribution of exploration work for the overall value of exploration right, highlighting the principle of effectiveness.This paper is author’s graduation thesis of master of Engineering from China University of Geosciences(Beijing). Due to limited time, there are inadequate in terms of both theory and practice. Large number of cases will be needed for further study by statistics to supplement and perfect the results of the current study.
