The Research On The Construction Of Zhuzhou Innovation Development Experiment Zone

In November 2013,when chairman Xi Jinping visited Hunan,he proposed a new notion named “ one road and one part”. Hunan would be placed in a higher level and more brosd development pattern. In December 2014,Zhangsha-Zhuzhou-Xiangtan(shorted by “CZT”) was approved as a “self-dependent innovation demonstration area”. Zhuzhou innovation development experiment zone as a important part of “CZT self-dependent innovation demonstration area,which located in “ one road and one part”, usher in a great development opportunity. In this study,it was considered as a starting point to explore the building initiatives based on the comprehensive evaluation of innovation ability of Zhuzhou innovation development experiment zone,which would enrich the related theory and fill in some shortage of the experiment zone reseach in area,objects,methods,and provide reference for the future development of the experiment zone.Firstly,This paper introduced innovation theory,growth pole theory,system theory and other reference theories,and on the basis of arranging related theoretical and empirical researches, this paper summarized significance and shortages of the reference researches.Secondly, the current situation of the Zhuzhou innovation development experiment zone was analyzed from the three aspects of economic,innovation and sustainable ability. Then five limiting factors were pointed out like irrational industrial structure,the shortage of R&D intensity,the limited ability of the enterprise innovation,not intensive economic growth and the lack of extensive outreach.Thirdly, this paper builded a index system for evaluating the innovation ability which contained innovation input capability 、innovation output capability 、environment support capability and the ability of sustainable development. Then Zhuzhou was compared with Xiangtan、 Changsha、Hefei 、Bengbu and Wuhu in comprehensive innovation ability by using entropy method and set pair analysis. The study showed : The innovation capability and coordination of Zhuzhou innovation development experiment zone was relatively poor which has a great gap with Changsha、Hefei and other innovation experiment zone;Two sub-items, the sustainable development ability of Zhuzhou innovation development experiment zone was relatively nice, the environment support capability was in general which was followed by innovation output capability,and the innovation input capability was the worst; Three sub-items, the aspects such as the human resource investment 、R&D intensity、facilities investment 、technology diffusion capacity、science and education support environment、resource utilization ability of Zhuzhou innovation development experiment zone had a obvious gap compared with other innovation experiment zone,and the ability of knowledge creating 、the capacity of high-tech achievements transformation 、 economic environment and environment protection had a much better development.At last,this paper pointed out suggestions from four aspects which involved innovation input capability 、innovation output capability 、environment support capability and the ability of sustainable development, which were on the basis of the conclusions of the previous research and the actual situation of the Zhuzhou innovation development experiment zone.
