Enshi State Financial Fund’s Returns On Investment And Optimization For Agricultural Development

Agriculture is the base of a national economy. Since the year of 2008,the First Central Document of Communist Party of China focused on Issues of agriculture,farmer and rural area for twelve consecutive years, which reflects the Issues relating agriculture, rural areas and farmers remains top priority in China.Country side supported policies of finance as an important measure for solving the issues of agriculture,the fiscal expenditure for agriculture has always played an important role in the progress of agricultural development or farmers’ income. Based on this, the author analyzes the data of fiscal expenditure for agriculture from 2008 to 2014 in Enshi Tujia and Miao Autonomous Prefecture,and put forward the suggestions to improve the performance of fiscal expenditure foragriculture in Enshi Tujia and Miao Autonomous Prefecture.This dissertation defines the improvement of fiscal expenditure for agriculture as agricultural developed and farmers’ income increase. Firstly, based on defining the concepts,the dissertation analyzes the importance of fiscal expenditure for agriculture from the realistic significance of agriculture, researching the USA and Indian successful experiences.then sorts and summarizes the experience of fiscal expenditure for agriculture in Enshi. Secondly, the dissertation uses the fiscal expenditure for agriculture efficiency in Enshi to analysis it, including the relationship in fiscal expenditures for supporting agriculture, investment in fixed assets and total value of agricultural output from 2008 to 2014.then to obtain the conclusion that expenditures for supporting agriculture, investment in fixed assets and total value of agricultural output keep a balanced relationship in long time. In the short run,the fiscal expenditure has a positive effect on agricultural output;which can see the fiscalexpenditure for agriculture efficiency is still in the low level, so need to adjust and optimize the structure of fiscal expenditure of funds for supporting agriculture, and improve the production efficiency of financial funds for promoting the long-term harmonious development of agricultural economy. Finally, based on the theoretical analysis and findings of empirical research, the author put forward the suggestions to enhance the performance of fiscal expenditure for agriculture in Enshi Tujia and Miao Autonomous Prefecture.
