Research On The Governing Measure Of Old Open Community

With the rapid development of urban construction, many contradictions are exposed in open and old residential districts. Such as poor infrastructure, inadequate support services, complex property management, lack of trust in the neighborhood and sophisticated social problems. The issue of open and old residential districts becomes a difficulty in urban management, and a hot issue among the public as well. Therefore, based on detailed study, this paper explores making scientific management policy in order to improve the current situation and to create a harmonious, orderly, peaceful living environment. All of these measures have significant meaning of promote the overall image of the city and its healthy development.The paper analyzes the current situation, existed problems and its reasons of open and old residential areas of Shi Zhong District, Jinan. Policy making and implantation are also analyzed in this paper. In recent years, Shi Zhong District Government thoroughly implements the requirements of "build a prosperous, attractive, harmonious new city", comprehensively promote the planning, construction and management of this district to meet the requirements of National Health City. Urban function and image was improved significantly. During this period, ShiZhong District Government has implemented a large scale residential renovation project. A large number of old and dirty residential area have been upgraded. The overall appearance of the city has been changed greatly. Due to the various reasons such as policy, the progress of management is still facing arduous tasks. Therefore, this paper, based on the recent practice of open residential district management, combine theories of holistic government, trans-department cooperation, inter-government functions, new public service, governance and good governance, analyze the problems from the perspectives of government level and the public angle. This paper also states the impacts on government integrated management capability, overall improvement of city image and living conditions. Generally find out the solution for open and old residential district management.The innovation of this paper aims to explore that the government should have holistic integrity value, collaborative organizational structure, inter-departmental working mechanisms. This paper proposes principle of open and old residential district governance. The government should pay attention to government function changes and rationally coordinate powers, duties, functions of the government, focus on establishing cooperation mechanism, concern external forces synergy, try to make clear of the government functions, introduce a clear government functions, build a diversified management mode, comprehensive residential environmental governance, build community public service system, establish a diversified funding sources, and improve the performance evaluation of countermeasures.This paper aims to present the subject in order to deepen open old residential district governance issues and raise the awareness of the public. Though scientific and standardized management measures to face the old district of the city management challenges and achieves rational and orderly, safe and smooth implementation. Thus, achieve leapfrog development and promotion of the city.
