Colleges bear the key function of cultivating talents, serving the society, and it is also the important places for cultivating builders and successors of the socialist cause.Over the years, our country’s macro system reform of higher education has achieved many breakthroughs, colleges and universities have more and more school autonomy. Followed, change internal decision-making and management system of colleges to straighten out the internal relations, optimize the allocation of resources, enhance the level of school-running, oneself into the priority of development of colleges and universities.University internal decision change covers multiple levels and multiple aspects, relationship between teachers, students and other stakeholders, involving the internal political power, the relationship between administrative power and academic power, including decision-making agenda, execution, supervision, evaluation process.At present, the university internal decision on concentration degree, the teachers and students to participate in decision-making power, administrative power is too large, such problems as unscientific decision-making process.The wrong decision will not only affect the normal operation of the school, and can bring bad influence to the whole society.This study from the two aspects of decision-making system and the decision making process, respectively from the view point of static decision-making participation and the whole process of analysis from the perspective of dynamic decision-making.In the university, there are teachers and students is closely related to the decision-making.however, teachers and students are just as objects of decision-making. Currently, decision-making power level focused on school leadership.The universities should allow teachers and students with professional knowledge and ability to participate the decision-making so that decision will be democracy and fair.As the public sector,the university also should encourage alumni to participate who has more social resources and be more rational.In addition to,they may put forward creative thinking which can create more social value and interest.In the university,too much of administrative power is always been a main problem.The expansion of academic power is a top priority to make sure the decision scientific. According to the situation of our country,we should focus on how to improve the status of the academic committee to make sure experts and professors play an important role.From the formation of the problem,the establishment of the scheme to the execution and evaluation of the decision,there all need a scientific and reasonable procedures to ensure the establishment of a scientific decision.
