Evaluation On The Budget Information Publicity Of Government Portal Websites In China

Some scholars believe that the Chinese government public budget displays a feature of "fragmentation", as a result, the Internet can be used as the public platform of the government public budget. Government portal, as the main public channel, can help to improve the quality of government public budget. However, the budget information publicity of government portal has two problems:One of them is that it has a late start,and is immature; another one is that there is no unified norms in the country.This study,with the research objects of government portal coming from China’s 31 provinces (autonomous regions and municipalities directly under the central government), and the evaluation standard based on the index system, aims at regulating our government budget information disclosure platform. The index system design has three steps, First of all, this paper, based on the 123 questions in Open Budget Questionnaire designed by International Budget Partnership and the existing literature concerning budget in China, establishes an index pool. Secondly, we calculate and screen the index by using the single-round Delphi method and the Membership, and screen the index by category based on the characteristics of the web portal and five dimensions of public budget (specialization, comprehension, detailedness, dynamics and convenience). Lastly, setting index system weight with expert method. Designing questionnaire is the international way to evaluate budget transparency, given this tradition, this paper, in line with China’s actual demand, first constructs the index system, and then designs a questionnaire based on the system and collects data accordingly. After analyzing the data with mathematical methods, actual problems of our government budget open portals can be identified. Finally, this paper proposes some reasonable suggestions combined with the foreign public budget experience.
