Industrial Park is a government allocated area providing companies with market, production and other resources, using modern management and operation mechanism, plus sound industrial infrastructure and highly efficient public service system to facilitate all participating companies to reduce production costs by sharing resources. With the benefits to provide qualified human resource, finance and technology, the Park has since become a platform for the fast development of industrialization. Industrial Park is aim to quicken the development of regional economic growth as well as a way to develop the mutual benefits of new industrialization and urbanization.Chengdu Modern Industrial Park officially started its construction since October 2004, with a planning area of 14.3 square kilometers. According to Chengdu City Government industry positioning strategy of one Park-one main industry, Chengdu Modern Industrial Park focused its development on electronic components manufacturing, semiconductor lighting, distribution and control equipment manufacturing and corporate headquarters. After nearly a decade of development, Chengdu Modern Industrial Park has basically completed its pioneering step to have achieved its fast development. However, the Park’s growth rate has since been slowed down, hence limiting the further development of the park.The author, through his research on relevant studies of Industrial Parks and enterprises life cycles, also based on years of statistics from Chengdu Modern Industrial Park and some key corporate operations, has pointed out that some issues are noteworthy during the Park’s development of upgrading and transformation. Further, reference to the practices of the world third industrialization, the fourth global industry transformation, as well as the complexity of China’s third phase of superposition, the author concludes that blindly emphasizing to bring in top corporations into the Park is not the only way out for the Park’s development. Instead, emphasis should be placed on the enhancement of traditional industries’ technology and quality, with special attention to industries like network information and intelligence technology. And by doing this, it will help us avoid the dilemma of the Park’s insufficient environmental capacity.We should start with structural adjustment, enhancement of industry efficiency, effectiveness, competitive edge, further integration of manufacturing and suppliers service industries, with focuses on promoting industrial efficiency, cost-effectiveness. To guide the manufacturing and suppliers’ services to deeply couple with each other to create a fair environment for micro, small and medium sized enterprises development; efforts to encourage enterprises to carry out the "trinity" of collaborative innovation from the Industrial Park should also be carried out. Restructuring and upgrading are necessary to provide continuous impetus to the Industrial Park to become an important part of Chengdu and the western China’s industrialization development.
