As the most important transportation infrastructure in our country, railway plays an important role in the transportation system and social economic activity. With the great development of high-speed railway construction in China and the implementation of the "high-speed railway export strategy, the investment scale of railway construction projects gradually increase, and the degree of internationalization level and scientific management decision-making is also enhanced. The project quality assurance and the risk society of the railway construction project are closely related to the people’s life and property security, the stability of the economic transport system and the high-speed brand reputation in China. The choice of railway construction project contractor will directly affect the quality, cost, operation, and other issues in the project follow-up period. So, it is of great significance to choose the railway construction project contractors being enough scientific and effective.For program contractor selection problem, tradition method is that it makes decision by each shipment screening several indexes of the contractor or by integrating various indexes of the contractor to rank the contractors according to their advantages and disadvantages. Through analyzing the need of the railroading project, the characteristic indexes and the relevance of decision making expected of the contractor and referring to the risk preferences of decision makers or the demand factors of risk society for railway project, the article gave an effective method to select contractor. Firstly, the article gave the fundamental theories of the cumulative prospect theory and the quality function development. Secondly, the article proposed a based on cumulative prospect theory railway construction project design scheme evaluation method, and used a numerical example to verify the feasibility and effectiveness of the using cumulative prospect theory to evaluate the railway construction project design scheme. Thirdly, indicators of the contractor and project requirements and the connection degree of decision expectations are analyzed based on the QFD method, combining with contractors’ target scores computed by the cumulative prospect theory, the mathematical model of the contractor selection method and the detailed calculation method of each step is proposed. Lastly, the results of the numerical example shows that the contractor selection method proposed have a better ability to give a reasonable evaluation of the contractors’ comprehensive ability, and can give a reasonable choice from contractors under the different level of risk. The results of work show the method can have advantages for making use of the information of the decision maker’s risk preference and risk aversion of the project.
