Evaluation Of Regional Innovation Ability Of Sichuan Province

Economic globalization has been sweeping across the world, competition between regions gradually transformed into competitive innovation ability, innovation ability has become an important factor of a national and regional economic development, the level of innovation capability is important for regional development,meanwhile all regions is constructing regional innovation system which has local characteristics, the evaluation of the regional innovation capacity is fundamental work of building regional innovation system. Overall, the education and science and technology base of Sichuan Province is strong, throughout the report of Chinese regional innovation capacity of Sichuan province in the rankings, found in Sichuan province in tenth, but also in a declining trend. Evaluating the current situation of Sichuan Province, and revealing the regional innovation ability correctly, is helpful to the comprehensive understanding the regional innovation capacity of Sichuan Province, find out the existing problems of regional innovation system in Sichuan Province, which has certain reference significance to improve the regional innovation ability of Sichuan province. Formulate regional innovation policy recommendations in order to achieve technological and economic strong province of Sichuan to provide guidance.Based on summarizing the relevant literature related to the regional innovation system and regional innovation, study the relevant regional Innovation Index and points out the deficiencies and limitations of its existence, construction of a regional innovation capacity level indicators from four major aspects of enterprise technology innovation, universities and research institutions of knowledge innovation capability, innovation environment and innovation of economic performance. Use the relevant literature analysis and frequency analysis, select the relevant level indicators. This paper selects the relevant data of 21 prefectures of Sichuan province in 2012, using SPSS 19.0 statistical software, using the factor analysis method to evaluate the innovation ability of the 21 areas. While using entropy method to evaluate and found that the evaluation results are highly correlated, meaning that the evaluation results are consistent. The results were analyzed based on the results of factor analysis and entropy analysis and put forward policy recommendations. Since then, the use of factor analysis of data in Sichuan Province in 2008 to evaluate the 21 prefectures regional innovation capability longitudinal comparative analysis of comparative data, we found that the status quo in various cities of regional innovation capability, identify gaps which exist, the corresponding recommendations.
