| Abroad for regional financial center formation research can be traced back to the last century, after decades of development, has formed a relatively systematic and complete theoretical system. While the domestic regional financial center formation research is comparatively later than abroad, this research has begun until ninety century, and it has a good development momentum. Especially since the 1990s, with the rapid development of China’s economy and finance, most of cities have put forward the idea of building a regional financial center, which making the regional financial center become prominent economic issues that causing strongly concern in society, and becoming the focus of urban development research. At present, the research on the formation of the regional financial center has got quite good achievements at home and abroad, the achievement not only get he theory from the formation of financial center, but also the formation of motivation financial centers, including government countermeasures level, they all have conducted many studies on the construction of regional financial center, and also raised some constructive suggestions. However, most of the studies are based on the national level, or in China’s eastern coastal developed area, or construction issues of international financial center, like Chengdu, which is an inland city in western construction of a regional financial center in China, the analysis of the Chengdu financial industry current status, Chengdu financial center formation potential analysis, government research in the policy environment, market environment and financial risk control in how they act few relatively, therefore, it is the starting point of this article.This paper mainly studies two problems:Firstly, identifying the regional financial center of comprehensive evaluation index, thus constructing the regional financial center formed to measure system; Secondly, according to the basis on the principle of comparison and reference, to select the part of city as an object of comparative analysis, the potential for regional financial center to form a comprehensive evaluation, and to explore the construction motive of the regional financial center formation. This article has investigated the concept of regional financial center and its formation theory, which is based on the basis of relevant literature, this step become the foundation of the full text; the domestic and foreign advanced city development experience is a valuable wealth of the practice, this article is through to research the existing international financial center in London, New York, Singapore, Hong Kong to sum up the reference value of the regional financial center formation mechanism; referencing the international financial center comprehensive evaluation index system of city competitiveness that proposed by Hu Jian, and Ni Pengfei, who is according to the view of city competitiveness to propose the city’s financial center positioning indicator system, which is based on the principle of comparison and reference, selecting Beijing, Shanghai, Shenzhen, Chongqing, Xi’an, Wuhan 6 cities as the objects’ analysis, and to carry out the regional financial center formation potential evaluation, trying to find the effective factors that hindering the development and construction of Chengdu’s western financial center, and to propose the corresponding policy measures, in order to make Chengdu achieve the goal of regional financial center development goals.Finally, this research focus to foster and tap into the potential formation, accelerating the construction of regional financial center in the specific policy measure level, combined with the actual situation in Chengdu to put forward some policy suggestions. Meanwhile, this text also concludes the point of the innovation, which can provide some positive lessons in the future study; in the meantime, also analyzing the weaknesses in this article that can be improved in the future research. |
