At present, the macro environment of rapid change, leading to small and medium-sized enterprise labor costs rise generally, the increasingly fierce competition in the market at the same time, the industry profit margins are declining rapidly, enterprise benefit growth and earnings growth there is inevitable contradiction between employees, already made a talent flow system, to promote the development of small and medium-sized enterprise rapid flow "excessive" problems, high employee turnover frequency, severe attrition. A good employee is, as it were, a powerful guarantee for an enterprise to keep the competitive advantage, for small and medium-sized enterprises, it is particularly important. Therefore, how to retain good staff, make the staff turnover rate at a reasonable level, has become the present stage our country small and medium-sized enterprise human resources management of a key and difficult to be solved.Organizational commitment as one of the important affect employee turnover intention attitude variables, employee turnover tendency to have very good prediction effect. Based on the Chongqing small and medium-sized enterprises as the research object, from the study of the relationship between organizational commitment and employee turnover perspective, on the basis of domestic and foreign related research theory, combined with field survey, constructs the Chongqing small and medium-sized enterprise employees’ organizational commitment theory model of employee turnover intention; And the demographic variables, organizational commitment and employee turnover intention are presented and verify the relationship between a large number of research hypothesis; Using the organizational commitment questionnaire created by Ling Wenquan et al. which according to China’s employee, we completed a survey of eight industries; In recycling and effectively after finishing the questionnaire, using EXCEL, PASW software has carried on the related statistical test and empirical analysis; Through the conclusion, and puts forward for small and medium-sized enterprise human resources management has targeted and applicability of the improvement Suggestions and improvement measures.In this paper, starting from the perspective of organizational commitment, to address the reality of the problems of small and medium-sized enterprise employee flow "excessive", for the small and medium-sized enterprise human resources management workers to properly identify the potential meaning of employees’ organizational commitment to provide guidance, at the same time, by detecting a variety of personal characteristics influence factors of organizational commitment level, for the concept of organizational commitment provides the reference for the localization operation of solving practical problems.
