For a long time, lending and deposit has been the main business of the bank, including the political bank and commercial bank, because the People’s Bank of China has controlled the benchmark rate. For this reason, interest income becomes the main source of profit, and the proportion of the interest income for the banks in China is among the the highest in the globe.June 8,2012, the People’s Bank of China began to open the deposit rate limitation. Then the people’s Bank of China has changed the limit deposit rate floating rate twice and the floating rate now can be 1.3 times the benchmark rate. It means the liberalization of lending rate is speeding up. Because of this, the bank in China can not gain high profit from the interest incomes, they need to adjust their strategies. Compared with the developed country which has experienced the liberalization of the lending rate, the intermediary business played a important role in the reform.China Development Bank is one of the three politics banks in China. It is the most important bank in the basic structure area and intermediate and long-time loan market. It has to pay full attention to the liberalizations of lending rate and make a fully preparations for it. So the study of the changing strategy is needed.Intermediate business is one of the three pillars of modern banking services, according to the history of financial development in Western countries, most countries in the implementation of market-oriented interest rate reform process, the bank deposit and loan spreads narrowed in the past to rely solely on the size of the increase in interest income to expand credit after the mode is unsustainable, intermediary business for a larger development. This paper mainly in the United States and other countries and middle market business development history, current situation and trends in interest rates on the basis of research and analysis, drawing on the lessons of failure, summing up the successful experience of the analysis process and the status quo of China’s interest rate market development for the National Development Bank of intermediate business development ideas, through learning and learning, find CDB strategies and measures to be taken.
