In the era of knowledge economy, innovation has become a key factor to promote the development of regional economy. High-tech Small and Medium-sized Enterprises (referred to as "HSME") as the micro carrier of technological innovation, play a huge role in promoting regional innovation and the upgrade of industrial structure. To nurture and support HSME is an effective way to enhance the competitiveness of underdeveloped areas, promote economic development in underdeveloped areas and narrow the unbalanced development between regions. But the enterprise evaluation credit in underdeveloped area exist many defects, seriously restricting the healthy development of HSME. Based on this, this paper mainly from the following several aspects to study the credit evaluation of HSME of underdeveloped area:First, the paper explores theoretical issues associated with credit evaluation of HSME of underdeveloped area from China’s traditional culture and the basic national condition, mainly include:the definition of HSME, general credit and economic credit, enterprise credit’s definition, characteristics and the influence factors.Second, the paper summarizes the characteristics of HSME of underdeveloped area, sets the principle of index selection and establishes a credit evaluation index system of HSME of underdeveloped area.Third, the paper analyzes the specific characteristics of HSME in Gansu province, uses the utility function comprehensive evaluation method to empirical test, analyzes the empirical results, and gives some suggestions to improve the current situation of HSME credit evaluation of Underdeveloped Areas.
