Financing difficulties of small and medium-sized enterprises has been plagued the restriction factor of enterprise development, is also a important focus in the academic research field. In recent years, many scholars availability of loans to small and medium enterprises as the subject, in the perspective of relationship lending or banking market structure was carried out extensive research, has obtained certain achievement.In this paper, on the basis of forefathers’ research, first used the panel logit model, considering the relational two factors, the relationship banking and banking market structure study of small and medium-sized enterprise loan availability, not only has the perspective of theory of innovation, also has the progress model method.In this paper, the research contents can be summarized as follows:First of all, giving a introduction of forefathers’ research on the relationship between enterprise loan availability and banking market structure and relationship banking, the analysis of this paper tools and its basic principle are introduced, giving the hypothesis statements that the papre will discuss; Then,this paper use a more close to the actual situation model-panel logit model to model for small and medium-sized enterprise loan availability. Modeling data using 2007-2013 in shenzhen stock exchange small and medium-sized enterprise board listed companies data, through the hausman test to determine the model by using the fixed effects model or random utility model, using stata 12.1 software model estimation results are obtained, and the results are explained; The last of this paper is conclusion、suggestions and future outlook.Research conclusion of this paper is:(1) The closer the relationship between Banks and small and medium enterprises, small and medium-sized enterprises more easy to get a loan, on the contrary, their loans more difficult. That relationship lending in promoting the indirect financing channels has played a positive role; (2) The provincial banking market concentration is higher, the greater the difficulty of small and medium-sized enterprise loan, on the other hand, the easier their loans. This suggests that the banking market more competitive, the higher the availability of small and medium-sized enterprise loan;(3)The empirical results also found that the asset-liability ratio is higher, the enterprises are more likely to get a loan. This means that the relational Banks may lead to moral hazard problem. Enterprise according to the "too big to fail" effect, kidnapping loan bank, at the same time, the lending bank to reduce losses, have to continue lending to the firms.
