The research on traveler’s rout choice behavior has been the key problem in the field of transportation. Travelers’decision-making behavior in trip directly influence the distribution of traffic flow in road network, The researches on the travel behavior analysis and modeling are the foundation of the traffic system flow distribution. At the same time, Travelers’ decision-making behavior is influenced by multi-factors, including the travel time and congestion charging, so it is is not comprehensive to consider a single attribute only for traveler’s route choice, it is necessary to analyze route choices with Multi-attributes.This paper analyzes the travel behavior and mental process of the traffic travelers, and establishes urban traffic network equilibrium model based on the reference-dependent theory. The paper studies the traffic network flow distribution anew in the consideration of reference-point dependence, and then discusses the management strategy that used to ease traffic congestion by congestion charge. More details are listed as follow:Firstly, the behavioral process and decision-makingprocess of urban trips was analyzed under the concept of behavioral decision theory; the reference-dependent theory is used to extract travel time and congestion charging that represents the two main influencing factors of travel decisions. Taking account of both the travel time and congestion pricing, the paper presents travel decision model describes the travelers’travel decision-making process, establishes the travel utility measurement system, and built a Reference-Dependent Theory-based route choice decision frameworkSecondly, a questionnaire survey was conducted to study Reference-Dependent Theory-based route choice decision framework taking account of both the travel time and congestion pricing, verifies behavior characteristics of travel decision-making behavior based on the reference point. The empirical study found that people’s route choice decision behavior depends on the travel experience of the previous period, the past travel decisions and experience will affect travelers’ present decision-making behavior.Thirdly, the paper presents travel decision model taking account of the both the travel time and congestion pricing, establishes the network user equilibrium model and equivalent variational inequality model based on reference-dependent theory of riskless decision, further an algorithm is proposed to solve the model, a numerical example is constructed to analyze the influence of reference dependence to traffic flow distributionFinally, in the purpose of minimizing the system travel time, the paper establishes mathematical programming model of congestion charging different from traditional marginal cost charge based on reference-dependent theory, seeks congestion pricing strategy to achieve the system optimal equilibrium, and an algorithm is proposed to solve the model, a numerical example is constructed to verify the rationalization of the model, so as to provides certain guiding significance for traffic managers to formulate charge strategy...
