| As the procurement performance is an important part of the corporate performance,it is very necessary for the healthy development of enterprises to have a scientific and reasonable performance evaluation system of the procurement staff. The study about the procurement staff performance is a hotopic in the academia and how to improve the performance of procurement staff is also the focus of the company managers. Numerous studies have demonstrated that the learning behavior can improve the performance of the organization, but few articles can combine the procurement performance with the learning behavior. Given this, based on existing related research, in order to help enterprises assess employee performance and guide employee’s behavior more scientifically and effectively, the author establishes a purchasing staff performance evaluation model by means of DEA combining with AHP. Then the author explains how the learning behavior influence the performance.First of all, on the basis of reviewing related literature, the author defines some basic concepts such as purchasing performance evaluation. In addition, based on the existing relevant research results, the author designs the evaluation system of the purchasing performance. The author also establishes procurement performance evaluation model by means of DEA combining with AHP. In the meaning time, the author verifies the scientific nature and effectiveness of the DEA-AHP model for procurement performance evaluation through empirical analysis. Then the author use the composite DEA method to analysis the relative effectiveness of the indicators. The result show that the procurement cost savings rate have a very large contribution to the performance.To explore the impact of learning behavior on the procurement staff performance further,the author uses SPSS do the regression analysis to explore the varying degrees of a series of purchases performance indicators such as the order completion rate and the order pass rateunder. Through the research the author find that learning behavior shows a significant positive correlation with some of the procurement performance indicators.Finally, based on the above research, the author conducts a simulation experiment to studying the influence of learning behavior on the purchasing performance.Through the experiment the author find that:Under the assumption of that the staff input is constant and external macro environent remains unchanged, the the performance of the individual with learning behavior has significantly increased comparing with individuals without learning behavior. In the short term, learning behavior will not significantly improve the relative performance of individual employees, so the employees must establish a long-term study consciousness, while enterprises should establish a learning organization and scientific evaluation system to provide favorable conditions to generating learning behavior of the employees. |
