Wetland agriculture is developed on the basis of the wetland, is an important part of the world agricultural heritage, is also a witness to the agricultural civilization, but due to the unreasonable development and utilization of traditional wetland agriculture, brings series of negative effects to the wetland environment, causing widespread narrowing between wetland area in recent years, also makes the wetland agriculture development and the contradiction between wetland environmental protection is widening. As an important part of modern service industry, tourism stills play its huge industry leading role and the function of industrial structure adjustment, when our country experience the important period of strategic opportunities called "new normal", and also plays an important role in such aspects as to promote transformation and upgrading of traditional wetland agriculture, strengthening the vitality of wetland agriculture development, realize win-win situation of agricultural development and wetland protection. In March 2015, Fujian people’s government on comprehensively advancing rural reform to speed up the characteristics of several opinions of the development of modem agriculture, clear this article puts forward the idea of building coastal blue agriculture industry area, has brought great opportunities on wetland agriculture of Minjiang estuary.Based on this background, this article selects Minjiang estuary wetland agriculture as the research object, the study of the tourism development model, research mainly includes the following aspects:first, under the premise of summarizes the domestic and foreign about wetland agriculture, this paper made a concise analysis on wetland agriculture tourism development theory of deep ecology theory, the transformation of traditional agriculture, agricultural tourism development theory and tourism development pattern evolution theory, which can be used for reference for subsequent research has established the theoretical foundation; Secondly, based on minjiang estuary wetland agriculture resource size, product type and industry structure, points out its existing problems in the tourism development. Finally, combined with the existing wetland agriculture tourism development mode, put forward innovative agricultural tourism development mode is a inevitable choice which can promote wetland agriculture industry transformation and upgrading, promote agricultural product brand benefit, improve the functions of wetland agriculture, then come with the whole chain of tourism development mode of wetland agricultural, it puts forward the model of wetland agriculture tourism all chain development, namely by constructing wetland agriculture chain of tourism resources, wetland agriculture tourism product line, wetland agriculture tourism marketing chain, wetland agriculture tourism market chain, wetlands and wetland agriculture tourism service chain, agricultural tourism industry chain to achieve tourism resources, products, marketing, market, industry and service of the whole chain.The purpose of this paper is to seek a new model of wetland agriculture tourism development, in order to protect the wetland ecological environment, drive the transformation and upgrading of traditional wetland agriculture, and promote the fusion development of the first, second and third industry under the condition of the wetland agriculture development is inevitable. At the same time, enrich and complement the wetland agriculture development theory, provide reference for sustainable and healthy development of agriculture in Minjiang estuary wetland, for the same type area to provide a scientific and feasible development train of thought.
