The energy and the environmental capacity are the basis of the development of economy and society. Energy consumption and environmental pollution comes with the realization of economic growth as the price. After the second revolution of science and technology, the energy crisis and environmental pollution have been a problem in the world. China’s economic construction has made great achievements in reform and opening up, a manufacturing-based industrial expansion has created position of China the world’s factory. But there followed a serious ecological damage and environmental pollution. In the winter of 2012, national haze weather revealed China’s bad condition of environment. Investigating this problem and we fond that the extensive economic growth mode which ignoring the bearing capacity of the environment is the main reason. The extensive use of energy resources produce large amounts of pollutants and make China face the energy crisis.the contradiction of energy, economy and environment is becoming more and more sharp, under this background, The problem of their coordinated development has been one of the most important issues of the sustainable development. Economy, environment and society are the three key factors of sustainable development, their common implementation must be got and not be short of any one to achieve the goal of sustainable development. as the most important part of resources, energy has direct impact on economic growth and environmental pollution. Coordination of energy economic environmental system and the issue of corresponding economic policy of energy, economy and environment have been focused on by more and more people at home and abroad. Since the establishment of the autonomous region, especially the implementation of western development policy, The national economy of Sichuan has a rapid growth and comprehensive strength of Sichuan has been enhanced, but the problem of the reasonable development and utilization of energy and ecological environment came with this. In order to achieve the efficient use of energy and sustainable energy supply and make sure the sustainable development of Sichuan’s economy, we must evaluate and estimate them and their mutual relations and put forward the proposal to achieve coordination among economy, environment, energy development. Therefore, fully considering the relationship between energy and the environment and to promote the coordination is necessary.First we elaborate the background and significance of this topic, and we also make presentation and explanation of the researches on economic, energy and environmental. There is no doubt that the energy is an important basis of a nation’s social development, economic growth. But the huge consumption which is caused by sustained and rapid economic development accelerated the depletion of energy and increased the burden on the environment. How to achieve the energy-economic-environment effective coordination is a popular subject which is explored by many scholars. So, the study on these fields has important theoretical significance. On the current research status, the research on the abroad about theory or the models has been wildly worked out. Compared the pros and cons of the “ Taking measures after the pollution”, the scholars has massively introduced these theories and models into China and has achieved some success. But we need to note that the current internationally accepted model is mainly applied to those countries who has built a relatively complete economic market. While, China is now in a transition period, and there will be some drawbacks when using these model directly. In addition, the level of social development varies from the west to the east part of China, thus making us to make the model adapt to certain region. Secondly, we have carried out a simple analysis on the status of the energy, economic and environment. On the aspect of energy and economy, economic growth leads to the demand of the energy growth, which further increase the production of energy. Therefore, energy consumption growth up with the trend of economy. The economy’s growth promote technology progress. And these technologies are what they need to promote the progress of the energy industry. There are inextricably links between energy and the environment. The production and consumption of energy will have a significant impact on the ecological environment. These kind of pollution will not only cause the loss of GDP, directly affect the quality of people’s lives and the health status, but also will hinder sustainable economic development. On the basis of this simple analysis and followed by the introduction of energy consumption, environmental pollution, economic growth and other endogenous variables, we use a single test method ADF to do econometric analysis. The results show that there is a stable cointegration relation between energy economy. Sichuan province’s economic development will inevitably make energy consumption increased, but the economic growth provide the material basis for the industry restructuring and promote of the energy efficiency. These results are not only consistent with the regression model result, but also cause the Granger test results. These promote industrial upgrading, technological progress and make a stable causality existing between energy and economy of Sichuan province. With the method of principal component analysis, we build an evaluation model of a sample model of the comprehensive environment quality. The evaluation model results show that the deterioration speed suddenly accelerated since the implementation of the open strategy. And then the grey correlation model reveal the correlation degree between the waste and environment quality. The results show that the relationship between energy consumption and environmental comprehensive quality as high as 0.846.After the analysis of the relationship between energy and economic environment, we confirm that there are basic relationship between them. But they represent different subsystem. To investigate the relationship between multiple systems, we need to construct a reasonable indicator system and find out a calculation method of index weight, which is more important. Compare to those subjective models, the objective method can reveal the data attribute itself without the interference of the subjective factors. Considering this, we use the theory of rough set to construct the evaluation model. The empirical analysis results show that it is unable to promote the coordination relation by the way of adjusting the energy structure. Facing such a huge energy consumption, only the three subsystems work together to achieve the target.Finally, based on the empirical analysis, we provide countermeasures and suggestions for the sustainable development. In the term of energy structure, we should take actively measure to promote the structure transformation, accelerate the speed of transport network construction, and carry out the energy saving life style. In the aspect of economy, we should promote regional economic coordinated development and the technical progress. In the field of environment we should pay attention to industrial enterprises in key areas.
