This study based on the Literature query, data compilation and field survey, status and advantages of seedling industry was summarized, the layout, direction and goals of development is analyzed, and make the scientific and applicable planning of the seedlings development of enterprise in Changyi city. Main results are as follows:1. Changyi city located in the northwest end of Shandong province, it has the superior natural conditions and social economic conditions about the development of seedling industry. The land area of Changyi is about 180.000 mu, per land share is about 4 mu, land resources are rich; average annual rainfall 650 mm, annual average temperature 12.3℃, extreme minimum temperature of 19.5℃, annual average illumination for 2591 h, frost-free period 189 d。The storage of groundwater is about 1.524 billion m3, groundwater distribution in the ground commonly 2-30 cm. Tree species resources.can be used for seed industry have a lot of kinds. The total population of Changyi city is 580,000, rich in human resources. In 2013, the GDP is 326.5 billion yuan, The EXPO of Greening Seedlings has become a national seedling stock market. Superior natural conditions and social economic conditions is laid a solid foundation for science and technology, scale, standardization of seedling industry2. The investigation analysis the current development of seed industry in Changyi city:The land area of seedling is about 112,000 mu, the tree species are more than 600 varieties, the storage of seedling is about 170 million. Seedling varieties contain all the greening tree species that is suitable for the north Tree species including Buckeye, Euonymus bungeanus, Malus spectabilis, Oriental cherry, Elm, Chinese ash, Armeniaca mumebeauty mei, Golden pagoda tree,etc, annual sales revenue is more than 680 million yuan. The main characteristics of seedling industry is the scale development of tree planting, have a large number of main item enterprises and city’s leading producer, the government has a lot of support; the seedling industry development of Changyi city is faced with many problems:the structural surplus of seedling market; the imperfection industry chain of seedling, the lack of funds and plant land that limiting the scale planting of seedlings industry, planting technology cannot meet the rapidly changing of market demand.3. This article analyzes the geographical layout of seedlings industry in Changyi, and put forward the principle, direction, target, plan of geographical layout.
