Legislation Improvement Of Sustainable Forest Management In Shaanxi Province

Forests are known of economic, social value and a variety of ecological value. Witheconomic development, forest resources have been seriously damaged, development offorestry economy and protection of forest ecological are facing challenges. SustainableForest Management has become the world’s guiding ideology of management issues andgoal of practice in many countries to address forest conservation. Shaanxi has extremelyfragile ecological environment, particularly forests play an important ecological role.Along with the Sustainable Forest Management pilot works of Shaanxi flourish in thefuture, Sustainable Forest Management will be the main direction of the forestmanagement. The practice of the Sustainable Forest Management is inseparable fromsound legal regulation and protection. However, according to the current researches, thestudies of the legal aspects related to Sustainable Forest Management are rarely, and nostudies are on Sustainable Forest Management of local legislation. In this study, theauthor’s purpose is to improve the legislation of the Sustainable Forest Management inShaanxi Province is creative.According to "Why should improve "and "How to improve "."Why should improve"is based on the analysis of existing laws and its own shortcomings of Shaanxi Provinceon Sustainable Forest Management. The author concludes that there are problems on thesystem, content institutions, legislative supporting, and the lack of links with policyexisting legislation itself of Shaanxi Province on Sustainable Forest Management. Thesefactors form the reasons that Shaanxi need to perfect the legislation of SustainableForest Management;"How to perfect" is a proposal of perfecting Shaanxi Province’sSustainable Forest Management legislation. According to learning from Canada and Germany, the two countries ’ legislation in Sustainable Forest Management, combiningwith its own conditions of Shaanxi Province, the author initially made specificrecommendations from building the legislative system, improving the legislativepackage system, making security system of policies perfect.
