Financial lease is that a finance company or other lessor purchasesan asset, then leases that asset to a client or lessee for a specified amountof time. At that point, the client takes possession of the asset and is free toutilize the asset for the duration of the lease agreement. Once the clienthas fulfilled the terms of the lease, including paying any applicableinterest, the client usually has the option of purchasing the asset from thefinance company at an extremely low price. Its essence is to meet the"financing" tenant demand by the "melting substance". Finance leasesoriginated in the1950s in the United States, Europe and Japan in the1960s gained popularity, in the1980s to enter Hong Kong and mainlandChina. Financial lease in china is started from the1980s and hasundergone rapid development, restructuring and consolidation of thethree stages, in recent years it has been considerable development.Urban infrastructure is the production and life of urban infrastructurenecessary for the development and survival, including urban transport,communications, water supply and drainage related to the general. Withthe steady development of China’s economy, urban infrastructure foreconomic development still has an important role in promoting, but oureconomy is in a transition period and the post-World, and urbaninfrastructure funding economic and financial crisis facing financingdifficulties, so it is the significance of the application and development offinancial leasing in the construction of urban infrastructure. This articleaims to explain the development of the theory of finance lease and thestatus of urban infrastructure financing analysis, and thus a way of casestudies in finance leases of urban infrastructure construction.Section of this paper is as follows: The first part discusses theresearch background, significance and methods, and the development offinancial lease in the current situation at home and abroad to generalize; The second part analyzes the financial lease of the theoretical systemfrom operating procedures, evaluation and risk management; The thirdpart explains the definition of urban infrastructure, focusing on analysisof urban infrastructure financing model, innovation and the reasons offinance lease applying to urban infrastructure reasons;The fourth studiesthe application of finance leasing in urban infrastructure by the real cases;The fifth part is the summary and outlook for future research in thispaper.
