since1992, Shanghai industrial economy has enjoyed more two-digit growth ratefor more than10years, but this rapid growth is clearly associated with resourcesconsumption, especially the sharp increase in energy consumption. Judging bystatistics, the energy utilization efficiency of Shanghai is increasing year by year. In2010, the energy consumption per RMB10,000turnover is less than1/5than that in1990. The problem is, although Shanghai is one of the cities having the highest energyutilization efficiency rates in China, creating5.5%of the country’s GDP by3.5%ofthe country’s energy consumption, her reliance on energy dependence keeps growing.Therefore, rising the comprehensive utilization of energy efficiency is the city’senergy-saving work of the center and main grasper. During the12th national five-yearplan, Shanghai will adopt strong energy-saving measures to promote the improvementof utilization of energy efficiency. Accounting for approximately54%of the totalconsumption, industry is the priority among priorities. So far, there is no matureindustrial energy utilization efficiency index system, establishing such a set ofscientific, reasonable statistical index system is of great practical value. This paperbuilds the Shanghai industrial energy utilization efficiency evaluation model, byresearch on the factors that influence industrial energy utilization efficiency, andmake recommendations on how to raise industrial energy use efficiency. It is of greatsignificance in guiding the industrial energy-saving and emission reduction work inthis city. According to the prediction model, Shanghai industrial energy efficiencyincreased by0.79%in2011, and will reach5.17%in2015. The paper tells us,terminal consumption, conversion and distribution are key links of Shanghai’sindustrial energy efficiency promotion. The author advise that Shanghai couldpromote Shanghai’s industrial energy utilization efficiency by measures likelaunching the ten major energy-saving projects of industrial energy utilizationefficiency, accelerating energy-intensive industry to adjustment and upgrading,promoting the development of energy-saving and environment-friendly industries,developing low energy consumption industries.
