As joining the Word Trade Organization, the trade volume of China has maderemarkable results. Especially the export volume, it is$20.64billion in1978and$4.1603trillion in2013, increased more than200times during the35years. Chinabecame the largest country in trade.On one hand we enjoyed the convenience andbenefits from the trade liberalization that the WTO advocate, while on the other handwe suffered more and more trade remedy investigation.Among all thecountries,America ranks the first. And with the change of the times, the method ofthe trade remedy also changed. Before2006, the trade remedy investigation againstour products is Antidumping. In2006, the U.S. imposed the first countervailingagainst China s coated paper and the countervailing policy didn t apply inNon-market countries in U.S before. This is the first time that U.S imposed AD andCVD investigation against China. AD and CVD together investigation is the newmethod that the U.S against China and U.S. has used AD and CVD measure togethermore and more frequently. Especially the outbreak of the international financial crisisin2008, U.S. increased the use of AD and CVD measure together against China sproducts. Until July,2014America has imposed44AD and CVD investigationagainst China.U.S. has used AD and CVD measure together more and more frequently and thesky-high AD and CVD not place an influence on the exports of our country, thedevelopment of our foreign economic, interpose policy making and implementing ofour country but also hindering the normal development of trade relations between thetwo countries. So studying the reason that the U.S. imposed SD and CVD againstChina and the trade limit effect on AD and CVD together investigation can provide atheoretical basis and policy reference to the healthy development of economy andforeign trade, which has very important practical significance.This paper firstly review the former study on AD and CVD and concluded.Then chapter II summarize the four types of AD and CVD together investigation trade effect and trade limit theoretically. Chapter III: In the first part of this chapter,reviewed the history of U.S. taking AD and CVD measures against China and othercountries, and then to explaining the status quo of AD and CVD taken by U.S.against China, all the AD and CVD cases against China taken by U.S. until July,2014have been listed. Second through comparing these cases against China and othercountries, some distinguishing features of AD and CVD cases from U.S. have beenconcluded. Last explained the reason that U.S. imposed AD and CVD investigationto China.The following two chapters express several key points of this paper, the forthchapter does the descriptive statistical analysis to the products which the U.S.imposed AD and CVD investigation together against China from2006to2013andconclude that the investigation has the trade limit effect,but the trade limit effect slast time is different. The fifth chapter does the empirical analysis using panel dateabout the products that suffered AD and CVD investigation until2011. The resultsshow regardless the outcome of AD and CVD investigation, there is trade limit effectand if the result is the positive final, more duties more trade limit effect. The lastchapter puts forward the policy suggestions from government and enterprises on howto deal with the AD and CVD together investigation according to the results of theempirical regression.
