China’s oil market is still in the stage of imperfect development, and there is only a fewstate-owned large scale enterprises participating in the competition and each has a largemarket share. The private oil companies are not dominant. Due to the strict control of nationalmineral resources, the major land-based market of upstream exploration is occupied byCNPC and CPCC, the exploration of marine resources is occupied by CNOOC, and theprivate oil companies rarely participate in the upstream exploration competition. The outputof old large oil fields is declining and no one shows any interest in hard-to-mined areas,which leads to the slow growth rate of the total national oil production. Although there aremany companies in the refining market, the serious shortage of oil supply has had a severeimpact on the production,and also the uneven quality of products cause a serious waste ofresources. These phenomena reveal the extremely unbalance of the China’s oil market, themarket-oriented reform of the oil industry is imperative.This article uses game theory as the theoretical bases to study the guiding role of thegovernment policy from the perspective of enterprise co-opetition. This article consists of sixchapters.Chapter1makes a brief introduction of research status abroad and our country,including oil industry policy and co-opetition theory. Chapter2outlines some theoreticalbasis needed in this paper, including co-opetition theory,game theory and industrypolicy-oriented.Chapter3gives some overview on the current oil market and oil industrypolicy,then analyzes the impact of the oil policy.In Chapter4firstly explains why this paperselect Cournot game model,and then makes assumptions before constructing the gamemodel,building three types of game model and at last calculates the results,and analyzes theoil policy-oriented based on company co-opetition from the results of the model.In Chapter5firstly analyzes the policy influencing factors according to the results above,and thenconsidering these factors puts out some suggestions on the policy-oriented based on companyco-opetition. At last in Chapter6gives some summaries of this article.This article’s conclusion proves that an appropriate policy can guide corporatebehavior, and the policy aimed to promote the companies’ co-opetition can lead thecompanies’ behavior to be more reasonable and to be more profit. These kind of policies canregulate the oil market and promote the development of the oil industry, and have practicalsignificance on future oil policy-oriented of our country.
