| Provincial public scientific research institution is an important part of regionalinnovation system and a solid support to social development, whose fundamentalfunction is to conduct basic public welfare research and provide technology service.With the deepening of classified reform, the nature of public welfare of publicscientific research institution will become more and more prominent. In order tostrengthen its capability of technological innovation and public service, Governmenthave enacted relevant policies and measures to stabilize and support it one afteranother, especially the fiscal funds support. Fujian Province has also set up specialfunds for basic scientific research of public scientific research institution. With thedeepening of reform of research institutes management system, the improving budgetmanagement system of investment in science and technology, also the growingawareness of public accountability, evaluating the performance of public scientificresearch institution has been put on the important agenda. Therefore, it has crucialpractical significance to carry out the study of theoretical and practical issues onbuilding Fujian Province public scientific research institution performance evaluationsystem and promote the construction of performance evaluation system so as tostrengthen the scientific research management, also keep the institutes in an efficient,steady and healty status.The thesis firstly briefs the situation of study on the performance evaluation topublic scientific research institution home and abroad, the status quo of publicscientific research institution performance evaluation of Fujian Province, the relevanttheory on scientific research institution performance evaluation, the practices andenlightenments of public scientific research institution home and abroad, also theinspiration to establish the most suitable system of public scientific researchinstitution performance evaluation of Fujian Province. Secondly, analyzing theuniqueness of public scientific research institution and its demand to performanceevaluation, guided by which constructing an evaluation system, including theassessment organization, the evaluation system, the evaluation method and indexsystem, the evaluation supervision and feed backing, etc. Thirdly, based on in-depthanalyzing and discussing the evaluation method and index system, select the evaluation model combined of AHP&DEA and its index system, then conduct anempirical study and analysis to public scientific research institution performanceevaluations of Fujian Province. Finally, this thesis puts forward some problems worthof special attention to the application of this evaluation system, such as themultiplicity of the main evaluator, the limitations of this evaluation system, thecollecting and acquiring of data, processing and analyzing to the information, etc. |
