On The Establishment Of ISO9000Quality Management System In Conghua Entry-exit Inspection And Quarantine Bureau

The quality safety of import and export commodities has gained high attention of thegovernment, trade parties and consumers in recent years, with the expansion of foreign tradeand its increasing share in national economy. Under the complex import/export qualityenvironment, it becomes a topic of realistic and theoretical importance that how entry-exitinspection and quarantine authorities (CIQs), as the important import/export supervisionauthority, should apply modern management theories to standardize its internal management,raise the level of business and improve administrative efficiency based on its own reality, andthoroughly implement quality safety supervision, so as to fulfill the functions of guaranteeinghuman safety, sanitation and health, environmental protection and anti-fraudulence.ISO9001quality management system is the summarization of achievement of theoreticalresearch and practice of the study of management. It’s a world-recognized systematic,standardized, procedural, process value-adding and efficiency oriented, modern managementmodule. It’s widely employed in government authorities, offering impetus to transforming theold mindset, improving performance, upgrading management level and improving service.The application of quality management system provides systematic and useful idea andmethods to government authorities when they implement scientific internal management.The present study is based on the construction of ISO9000quality management system inConghua Entry-Exit Inspection and Quarantine Bureau (Conghua CIQ). First, it gives analysisto the current management methods employed by Conghua CIQ, such as target performancemanagement, examination on specific-purposes, pointing out their disadvantages. Then, itapplies the methodology of contrastive analysis. By investigating the practice of ZengchengCIQ, which has established and run the quality management system, the present studyanalyses the improvement in managing system, working system, working rules andperformance of the inspection and quarantine authority by introducing ISO9000qualitymanagement system, and summarize the features of ISO9000and experience of itsapplication. Finally, based on the above researches, the thesis raises proposal for theconstruction of ISO9000quality management system in Conghua CIQ and gives the detailedthoughts, steps and approches for construction of ISO9000.
