After6years’ effort,the trial of basic medical insurance for urban residents have beenmainly covered which not only fill the lack of urban non-practitioners’ medical insurance,but also foster social stability and promote economic development. However, along withthe continuous exposure of urban problems, the problem of adverse selection amonginsured residents become more and more serious, to some extent, this phenomenon is notconducive to system operation.This study focuses on affecting factors of the urban basic medical insurance for urbanresidents in adverse selection problems. At the base of the database of the center of basicmedical insurance for urban residents and the database of its2012financial revenues aswell as281questionnaires of insured residents,in this study,it expounds the particularityof the basic medical insurance for urban residents from the theoretical level and alsodescribes the current status of basic medical insurance for urban residents in Guangxi A cityin2012.According to the data of2012, there are some problems about basic medicalinsurance of urban residents as follows: unbalanced structure, low fund sustainability andlow benefit rate.Therefore, this paper analyzes the reasons of residents’ adverse selectionand the influence of this choice by questionnaire survey.In addition, this paper measuresall these factors: personal characteristics, health habits, policy publicity effects, insuranceand reimbursement policies, the awareness of policy and the insured residents continuewilling join rate, and uses binary logistic regression model to empirically analyze theaffecting factors of that residents continue to attend the medical insurance for urbanresidents.Finally, based on the demonstration research result, this study suggests that urbanresidents in Guangxi A city have the problem of adverse selection of basic medicalinsurance, this phenomenon mainly caused by some relevant factors like age structure,self-evaluation of health, policy publicity effects, period of insured and reimbursement. Inconclusion, combined with the actual situation in Guangxi A City, this essay will reflect onthe phenomenon of adverse selection and also give some suggestions to this problem.
