With the development of the society, the artificially prices of the real estate high do notaccord with the requirement of national development. So, in recent years, the increasingmacro-control policies limited the housing demand, made house prices returned to normalgradually. Although this made the house price in some first-tier cities become volatile,however, for domestic overall prices, there should not be a turning point. And it played apositive role to promote social development and national progress. At the present, buildingmaterials prices, workers costs and the cost of financing has increased significantly. Thenational policy guidance shows that an real estate era of low input, high returns in the past iscoming to an end. In the future, the real estate business will be turned into a pattern of highefficiency and low profits. Under this background, the real estate industry urgently needs aneffective management method.Comprehensive budget management is an effective of internal control in company, it canmake strategic objectives clear and to get the best allocation of resources. Wolong Real Estateis a small and medium-sized real estate company, it is a typical and private property. With thechange of the domestic economic situation and the continuous expansion of the company, theWolong group gradually realized the importance of the system construction for the company’sfuture development. At present, this company has been established a comprehensive budgetmanagement mechanism, however, in the actual operation process, many problems had beenexposed, therefore, the mechanism of comprehensive budget management in the companyneed to be improved.In this paper, taking the Wolong real estate as a object to make a research of evaluationof comprehensive budget management through theoretical research and empirical analysisways. First of all, the article introduced the theory of the comprehensive budget management.Secondly, the paper analyzes each sub-module characteristics of comprehensive budgetmanagement of Wolong Real Estate in order to build a reasonable index system of evaluation;at the same time, choosing the Fuzzy-AHP Comprehensive Evaluation model for WolongReal Estate to evaluate the performance of the comprehensive budget management, aim to inthe evaluation of the effectiveness of budget management and to make a contribution toimprove the level of the comprehensive budget management. Finally, the Fuzzy-AHP comprehensive evaluation model is used to evaluate the performance of comprehensivebudget management based on Wolong Real Estate, and the evaluation results are in line withthe actual situation which verify the validity of the this evaluation method.
