With the rapid growth of the electricity consumption in our country, some lawlesspeople using a variety of ways to steal power under the drive of interests. Stealing powercause property loss to the country and the power enterprise, and also threat to the powerequipment and personal safety. This paper use stealing power as the research object,analyze the principle of electricity stealing behaviors from economics perspective, byimproving the costs of stealing power and reducing the illegal power income, in order toprevent and combat electricity stealing behaviors.This paper combining with electricity situation of our country, introduces the causesand points out the necessity of stealing power, with collecting related research to presentthe electricity stealing behaviors. And analyze the principle of electricity stealing behaviorsfrom the perspective of western economics, point out the excess profit, rent-seekingbehavior and market failure is the major causes, with the cost-benefit analysis emphasizethe composition of all the costs and benefits, and using the mixed strategy Nash equilibriummodel to deduce the testing department optimal probability and the people optimalprobability, obtain related conclusion. This paper selects the success of the Inner Mongoliacase, combining model results and analyzing the economic and social benefits, puttingforward suggestions for our country testing department.
