Abstract/Summary:
With the continuous development of our economy and theaccelerating process of urbanization, Housing security has become thespotlight of people. The government vigorously promote the constructionof security housing. So that it becomes the effectively way to solve thehousing problems of mid and low income groups. The construction ofsecurity housing requires massive investments of funds. A steady andsustainable capital resource offers protection for the smooth building.Owing to the public welfare of security housing, the source of fundingmainly rely on the investment of government funds. The huge demandfor funds increases the financial stress. The gap of funds becomes thebottleneck of restricting the construction. Chinese housing security hasdeveloped for20years. The government has realized the importance ofthe financing problem and has tried to find effective financing model. The third plenary session of18th central committee analyzed the role of ourgovernment in the future. All parts of the country is looking for effectivemethods in order to ensure the development of housing security.This article combs the type and system of our security housing andthe present financing modes. And analyze the problems in the operationwith these modes. And then, introduces the Public Private Partnership(PPP). Through the comparison with our current financing model, findthe advantages and features of PPP. In addition, This article analyze somepractice cases about using PPP model in housing security. Such as TheUnited Kingdom、Hongkong and Sweden. Referring to the experience ofadvanced countries and areas. Establishing a simulative operating processby using PPP financing mode and predicting the possibly problems. Atlast, put forward the target-oriented proposal to ensure the successrunning by PPP financing mode.
