Research On The Implementation Of The Comprehensive Budget Management Of S Group

With the development of community economy and the maturing ofcapital market in China, the comprehensive budget, as an importantmanagement tool for the allocation of resources, pre-control andperformance evaluation, has been accepted and applied by more and moreenterprises According to the Central Committee of the CPC and the StateCouncil’s overall plan on deepening cultural restructuring and thePropaganda Department of the Central Committee of the CPC and StateAdministration of Radio Film and Television’s requirements on thepromotion of “separation between producing from broadcasting”, S Groupin late October2009listed and has been operated officially since2010. Inorder to achieve its strategic development goals, S Group started tointroduce the comprehensive budget management. Compared with thetraditional manufacturing industry, the research literatures and practical application of the comprehensive budget management on the media industryare disclosed less. After collected many theoretic materials of budgetmanagement from home and abroad, this paper has a comprehensive studyand comparison on them. Based on them, this paper analyzes the budgetimplementation and the main problems and proposes recommendations forimprovement on the comprehensive budget management used by S group.This paper analyzes respectively the personnel’s quality, the goal setting, thebudget content and analysis, the budget assessment, etc. and proposesrecommendations for improvement. The comprehensive budgetmanagement applied by S Group has certain significance to the other groupcompanies on the aspects of the budget organization system, the budgetmanagement processes and informatization.
