Under the guidance of the policy of going-out, China national oil companies are trying togo out to expand oil and gas investment at overseas to make up the internal oil and gas gap. Inthe management of overseas oil project, cultural conflicts have caused many negative effects.Therefore, research in the management of cultural conflict is of great significance to reducethe loss that cultural conflict cause and improve the success rate of overseas oil projects.Combining interviews methods and regulatory analysis, this paper analysis themanagement-related issues overseas projects of oil companies. Main content includes, first,introduce the defines, type and management method of culture conflicts, and explain the basictheory of ISM; second, identify the performance of culture conflict of overseas project fromthree different aspects such as dominant culture conflict, system culture conflict and valuesconflict,and analysis the negative effect of culture conflict cause; third, summary thesubjective and objective factors that culture conflict cause, building the ISM model of cultureconflict of overseas project of oil enterprise based on the factors, and find out the keyelements of culture conflict of overseas project of oil enterprise; fourth, be aimed at the keyelements, this paper presents management strategies for overseas project of oil enterprise.Based on the analysis of ISM model, this paper come to the conclusion that key factorsof culture conflict management of oil enterprise overseas project culture conflict managementincludes culture differences of national level, concept and quality of employees, managementmode of cross-culture, the awareness and attention of culture conflict and human resourcesmanagement of cross-culture. With a strong target, the management policies are based on thekey factors, hoping it can provide some reference to culture conflict management of oilenterprise overseas project.
