The social insurance work concerns the vital interests of insurants. The improvement ofthe social insurance system is the practical needs and urgent requirement of insurants. Theproper management and use of social insurance funds is the due responsibility of socialinsurance agencies, as well as the starting point and objective of our work.This thesis gives a brief introduction of the basic theory of the social insurance funds andsocial insurance fund management, and makes an in-depth analysis of the current work of theGuangrao County social insurance fund management from the collection, payment,maintenance&increment and supervision of social insurance funds. Problems in themanagement process is brought to light: corporate pension insurance discontinuity, continuedgrowth of insurants, and annually growing spending; shrinking of injury insurance;decreasing rolling balance of government staff insurance; repeated Medicare reimbursementcaused by repeated medical insurance policies. The thesis starts from the analysis of thecauses of the problems and uses comparative analysis method to analyze the problems one byone. In the meantime, the thesis analyses advanced experience in social insurance fundmanagement at home and abroad and practices can be applied to the social insurance fundmanagement in Guangrao.In conclusion, it proposes solutions to problems: measures can be taken in the collection,payment, maintenance&increment and supervision of social insurance funds; multiplemeasures can be taken to firm up fund safety; further rationalize the social insurancemanagement system, standardize fund management process, and actively implement the"Online Payment" service; strengthen the informationization construction of the socialinsurance fund work; and innovative management methods through establishing threeworking mechanisms. The thesis provides theoretical support and practical guidance to themanagement of social insurance funds in Guangrao County.
