With the continuous development of technologies, such as computernetwork, satellite positioning, workflow, spatial information, wirelesscommunication and geographic information systems, it would be possible for themanagement of city events and components to be visualization and spatialdigitalization. As a historical activity, city management would be required indifferent ways during different times. Compared with highly developeddigitalization and modernization in economic society, the further development ofthat in city management has been restrained seriously because traditionalconcepts, styles and methods of city management are lagged far behind.Therefore the modere formation of city management is a matter of great urgency,which has already been regarded as an important research topic of thegovernment and academia, together with the concepts reformation of citymanagement, by international and domestic academicsin recent years. In thatcase, it has the important theoretical significance and realistic meaning to takefurther research on new mode of city management available to the developmentof our city modernization for building a harmonious society, improving citymanagement and the management of social public affairs, and facilitating themodernization of city management.At the beginning of this paper is the theory foreshadowing in favor offurther research, which mainly elaborates the concepts and related theories ofdigital city management, compares the development of international anddomestic digital cities, and analyses the real situation of domestic digital citymanagement. And the core content is about the empirical study, planning anddesign of the management mode in Weihai, namely digital and comprehensivecity management, focusing on the styles and methods of city management tosolve practical problems.Research achievements are as follows. Through the empirical study on realsituation of digital and comprehensive city management in Weihai, it is analyzedand summarized that there are a series of problems in the process of improvingdigital city management in Weihai. However, we could fully use theories and methods of international and domestic city management at the aspect ofmodernization and digitalization for reference, and then put forward somepolicies and suggestions—continuously expanding the space of digital innovativecity management, completing supports from technologies and human resourcesfor management system, integrating resources for services expansion, playing afull role of digital city management, enhancing interactive involvement with thecitizens, etc.—by means of modern information technology to solve mainproblems existed in city management step by step so as to form a set of mode ofcity management in Weihai.
