Informatization is an important subject for the modern enterprise, however, thefailure rate of information system(IS) implementation is always in a high level. With theprogress of information technology, technical problems’ influence on theimplementation gets smaller and smaller than the user’s behaviors. In fact, theinformation system implementation is a social and political process more than atechnical process. The correct understanding of user’s behaviors in the process ofimplementation is vital for the smooth implementation of system. The past research ofuser’s behaviors was mostly confined to resistance by case study which may resolvesome problems in specific situation, failed to explore the deep internal mechanism inthe process.As a kind of political resources, information plays a key role in keeping the powerfor the enterprise employees. The organization change caused by IS implementation,including information sharing, knowledge transferring and business processreengineering, will influence the power(authority, decision-making power and influence)of the employee deeply. In this process, organization structure, information system andthe power of employee will form a multi-level dynamic interaction system. How todeconstruct the operation mechanism of the system will greatly improve theunderstanding of IS implementation.Based on the review of classic research on IS implementation, this paper analyzethe process of the power change in low level employees and its internal causessystematically using power perspective. Then it explores the system dynamic model ofpower by both quantitative research and qualitative research. By setting and adjustingthe formula and parameters in the model, the paper analyze the relationship betweeninformatization level, power, organizational inertia, information sharing and knowledgetransferring, which provides theoretical basis and data support for practical applicationof the model. At the end of the paper, it give some suggestions for the managers toimprove the IS implementation.then the paper discusses the limitations of the study and provides the research directions from research methods and research complexity.
