The amount and structure of fiscal expenditure plays a very important role inregulating income distribution. Reasonable expenditure may play a role in narrowingthe income gap otherwise may make the problem worse. For a long, researchers ofour country had not paid enough attention to the problem that in what way the fiscalexpenditure actually plays in our country’s income distribution. Education as anagitator to prevent social class frozen provides underlying population a way to theupper level. Both are important tools to promote healthy social development.Combined with field research data and data published by the government, this articleanalysis whether the fiscal expenditure in education plays a progressive role or aregressive one.This paper uses the cost of services method, concentration curves, Lorenz curve andthe Gini coefficient to measure how the fiscal expenditure on education affects theincome distribution.We come to these conclusions:(ⅰ) fiscal spending on compulsory education ofInner Mongolia is progressive, and the fiscal expenditure on education in primaryschools are more progressive than in the junior ones.(ⅱ) fiscal expenditure oneducation in high schools in Inner Mongolia is also progressive, but weaker thancompulsory education stage.(ⅲ) fiscal expenditure on education in Universities isalso progressive, and it is the lest progressive in all of education stages.
