Analysis Of Safety Investment-benefit In Railway Transport Packaging Based On DEA Model

With the rapid development of national economy,chemical dangerous goods into allareas of people’s lives, make the circulation of dangerous goods has increased year byyear.The railway is an important means of transportation of dangerous goods,a total of nearly180million tons of the whole railway network every year,accounts for about6%to8%of thetotal freight volume,in recent years,accidents triggered by railway dangerous goodstransportation have occurred from time to tome and caused a bad influence, when thedamaged packaging, cargo pollution situation occurs, often cause a lot of chain reaction,notonly will cause casualties and property losses, but also can make the surrounding environmentwas severely damaged.The cause of dangerous goods transportation accident ismultifaceted,through the analysis of accident of the transportation dangerous goods occurredin recent years in China,it can be seen that the number of accidents caused by packing error inthe first place,so the packaging has become one of the important factors affecting the safety ofdangerous goods.Therefore, in order to ensure the transportation safety of dangerousgoods,the first problem to be solved is how to ensure the quality of transport packaging fordangerous goods.When railway carry in dangerous goods transport, they have requirements in theproduction of dangerous cargo companies in strict accordance with the "railway dangerousgoods transport management rules" in the regulation of dangerous goods packaging,so thesource of bad packing factor produced mainly from enterprises.For a long time,China’schemical enterprises has not pay enough attention to the packaging management andinsufficient investment in safety management on packing,accidents caused by poor packinghave occurred and caused severe losses,the attitude that chemical companies do not attachimportance to packaging have a great effect on the transport safety of dangerous goods,so toachieve the most reasonable, the safest, most economical transport packaging is one of thetopics of current enterprises research.In this paper, based on the production of calcium carbide enterprises as anexample,research and analysis of the transport packing (railway) relationship between safetyinvestment and benefit,how to feasible quantitative calculation to the safety benefits oftransport packaging safety input,and how to make security through different optimalallocation of resources to obtain the biggest security benefits.The main research results are asfollows:1On the basis of a quantity of materials,describes the current situation of Chineseenterprises invested in safe transport packaging,analyses the factors that affect enterprisesafety input combined with the actual situation. 2Overview of safety input-output theory,summarizes classification of safety investmentof Predecessors’,combined with field investigation,it is concluded that enterprise classificationof transport packaging safety input.3Introduce two kinds of model of DEA method and build enterprise transport packagingsafety input-output model.4Using production function and the AHP method to calculate the transport packing(2006-2012)total safety benefit, it can be seen that enterprise transport packaging safetyinvestment benefits are considerable from the engineering example.5Use research of the calcium carbide production enterprise production year for decisionmaking units,established the C2R and BC2model based on the output,in deap implementationof solving the model,according to DEA relatively ineffective year, through the comprehensiveefficiency, pure technical efficiency and slack variable analysis, it can be concluded, the mainfactor which affect the safety of the investment benefits are safety education investment andtransport packaging, the wage labor protection products have done quite well in terms ofbusiness,and the experience should summed up for the job offer reference.According to thescale efficiency value analysis to know the enterprise relative DEA invalid year increasingreturn to scale,can improve safety input appropriately.6Finally,give some suggestions of transportation safety investment and managementthrough the analysis of the results.
