Assessment And Comparative Research On The Five Northwestern Provinces’ Mining Investment Environment

Mining is one of the country’s basic industries. Healthy and sustainabledevelopment of the mining industry will not only help stabilize the country’s economicgrowth, but also influence the well-being of all generations.China, especially the fivenorthwestern provinces, which are rich of mineral resources. The five northwesternprovices, Shaanxi, Gansu, Ningxia, Qinghai, Xinjiang, that only occupy31.9percent ofChina’s land area, raising the country7.2percent of the people. Meanwhile, more than90percent minerals of the discovered168kinds of minerals have been embedded in the fivenorthwestern provinces.On the one hand, abundant mineral resources ensures that a goodregional mining development. On the other hand, abundant mineral resources will lay asolid foundation for the sustainable development of regional economy.Since the founding of our country, the five provinces’ mining industry haddeveloped a lot. However, there are some problems in attracting investment in mining. Inparticular, China ’s reform and opening-up policy and after China’s accession to WTO,economic globalization is shaped not only to mining development in Northwest Chinaprovides an unprecedented opportunity, and gave the five northwestern provinces on howto develop the mining proposed challenge.Making up the economic development gap between the five northwestern provincesand other areas and attracting more effective long-term capital into the five northwesternprovinces mining industry should be put in the prior palce. In order to achieve sustainabledevelopment of mining industry and steady regional economy growth, these urgentproblems should be solved as soon as possible.Considerring these problems, this thesis do some research. Based on others’previous studies, this thesis establishs and develops the evaluation index system ofinvestmental environment of mining industry, and uses the principal component analysis toextract indicators, trying to explore the main factors affecting the five northwesternprovinces in mining investment environment. Analysis showed that the regional economicand social development, regional infrastructure, the level of regional mining development,human resources and regional level in terms of ecological and environmeni protection, fivemining investment environment in Northwest China ’s far-reaching. Meanwhile, the thesisuses the same method to assess the investment environment of other provines and areas ofChina, and compare the results with the five provinces. The study found that compared tothe other areas, the five northwestern provinces perform poor in five major factors affectingmining investment environment.They are in the middle and lower levels of the wholecountry and need to be improved. Based on the theory of regional economics and for five northwestern provinces inmining investment environment existing problems, the paper combine with the five mainfactors supply corresponding policy and recommendations to improve the investmentenvironment in Northwest China Mining: Strengthen the mining market, and enhanceregional mining development momentum; improve regional infrastructure construction,improve mining investment soft environment; increased research funding education,resume mining development talent pool; established mining environmental protectionsystem, the development of healthy green mining.
