| In this paper, it takes the problem of anti-dumping import and export trade betweenChina and the United States as a starting point, analyzes the status quo that the US do theanti-dumping investigations and impose high countervailing duties to photovoltaicproducts of China’s exports, we should find out the main reason for the U.S. to ChinesePV products " double against". Using fuzzy decision tree method to constructanti-dumping warning system on this basis, and as much as possible provide theoreticalbasis for anti-dumping for the government and related departments to study andformulate corresponding management policies and measures, control and reduce thenumber of cases of U.S. to China exports anti-dumping charges, so as to the accusedindustry can develop a positive measures to avoid or reduce the loss of anti-dumping onChina’s economy and related industries and enhance the international competitiveness.This article reference the existing research results at home and abroad,according tothe current development of China PV industry and the U.S. industry developmentindicators,structure China PV industry anti-dumping warning system to deal with theU.S., using fuzzy decision tree technique to predict photovoltaic products exportenterprises in china still suffer from the " double reverse " complaints which come fromU.S., and then giving the warning signs. Firstly, the paper analyzes the current situationof Sino-US trade relations and characteristics, focusing on anti-dumping issues pointedout in the presence of Sino-US trade, its characteristics, causes and trends. Secondly, thecomparative analysis of the status of U.S. anti-dumping and anti-dumping impact on oureconomy and export trade caused. Qualitative analysis of the main reasons the UnitedStates on China’s anti-dumping allegations and expert opinions collected throughquestionnaires, using expert scoring method, quantitative analysis of the main reasons forits importance to the U.S. anti-dumping allegations. Finally, in the study, based on theearly warning system based on fuzzy decision tree theory, referring to actual studies onearly warning systems in other economic areas, the establishment of the U.S. China’santi-dumping statistical models and predictive models for early warning.The test resultsshow that the warning system is better. According to construct the warning system,ourcountry has been further improved in response to foreign anti-dumping,at the sametime,it is a new attempt that the combination of the fuzzy decision tree data miningtechniques and warning system. |
