On The Enlightenment Of American Think Tanks’ Operating Mechanism To The Development Of China’s Think Tanks

From the development of the history, the Think Tanks of our country originatedearlier than America. While in fact the Think Tank is of modern significance whichoriginated around the Second World War, it is developed in the seventy or eighty’s of20th century, which is particularly well-known as Rand Corporation in the UnitedStates. Meanwhile, as from the development trend, mode of operation and the statusquo, etc. the Think Tank of our country has more problems and disadvantages thanAmerican’s. However, as the global economic integration, the international affairs areincreasing, with the improvement of China’s international status in society, ourcountry is more and more involved in international affairs and play an important role.In facing these tricky problems, our leaders due to their own energy, experience andknowledge is limited etc, as well as the traditional decision-making model is difficultto deal with today’s problems. This requires the Think Tank in China to develop itsfunctions, such as brain storming as an extension decision-making intelligenceagencies of the leader, which based on the perspective of the globalization toconstruct itself and become a strategic partner of the government department. Now inour scholarship circle the research of think tank is quite a lot, while thecomprehensive study and contrast research of its operation mechanism is little.Therefore, this article on the development of the think tank operation mechanism hasa matter of practical significance.In this paper, firstly, from the basic situation of the think tanks to describe thedevelopment status of the operation mechanism and achievements of American thinktanks, to summarizes its enlightenment on Chinese think tanks. Then, from thedevelopment progress of China’s think tanks to summarize the think tank’sachievements in its development, and proposed the problem of our think tanks in theoperating mechanism. Finally, this article aims at some disadvantages and theproblems which now existed in the development of Chinese think tanks’ operationmechanism, to draw on the successful model of the United States so that put forwardthe solutions and concrete measures.The author analysis the China’s think tanks’ operation system comprehensively,attempts to study in depth of the deficiency in Chinese think tanks’ operationmechanism and the possible problems in the future, so as to explore the road in thefuture development of Chinese think tank to provide the effective reference of raisingthe level of government decision-making in Chinese government and promoting the government political democratization and scientification.
